I haven't had much time to play with Shin Akuma, but let's just say he's definitely not completely done. As far as permission, I don't think it'll be necessary for this particular release. Here's the teaser video of Street Fighter III: 2nd Impact with hidden characters available! These characters (except Akuma) were never playable in the official game. Also, please note that you will not be able to access these characters with the current ElSemi Preview Test Emulator. The hidden characters are: Akuma, Shin Akuma (WIP), and Gill. No, you won't get any black bars. The monitor will just adjust to the resolution. You just don't want to run your desktop at 1024x768 on a widescreen because it will look stretched up. However, for video games, it doesn't look too shabby. Just put the resolution (if you can) for the video game at 1440x900 and you'll be happy. Also, most monitors sold nowadays are migrating to widescreen. Therefore, grab the widescreen version.
