I you like better stability, go with Windows 2000. If you want better compatibility and DOS, go with Windows 98. Simple, huh? I use Win98 myself and so far it has worked without major problems.

Yes, they do. You'll need those hacked P1's though.

NeoRAGEx has some overclocking code built-in to the emulator and you could do so yourself by editing the neorage.ini I'm not sure if other emulators even had or will have this option though.
