The only Rival Schools character you will probably ever find is Kyosuke because he's been 2D-ized in CvS2. And the only SF3 character done so far is Alex. Dreamcast was emulated a couple of months ago, give the sprite rippers and character makes some time. It's not an easy task. I'm pretty sure you need a mod chip to play games on a Saturn. And you need a Model B Saturn also... I don't know if we are allowed to talk about mod chips due to the rule change, but one 1emulation member sells them.
