Well the ARs have been there since ut2k3. And if you hate your teammates for always picking up the other guns, try your best to grab another AR and kamakazie into an enemy shooting both at the same time while firing short burst grendades. It's stupid, but it works....sometimes.

Restart the rom after you set the cheats. I get this problem every now and then. Or turn them off at first, then when your battling, pause the game and turn them on.

Theres a mutor to use the Enforcers. I was a fan of them too, but I've come to liking the Dual Assault, weak as hell, rifle.
