is there any other fight-game-makers out there like mugen, but not? thanks for the advice on vid cards too

so ive been looking for a way to mugen all day. but, lika so many others, i have XP. and im pretty damn sure that i have an Intel Graphics Card. Does that mean that i cannot get mugen, no matter what i do? ive already tried alot of things, i would just like to know if its at all possible to do. if not, who much would it cost to buy a new video card of VESA? thanks for the help, sorry for the repetitivness.
