Heres something, Try burning at a lower speed. Thats happened to me a few times. A game wouldn't run on my PSX because of it. Try burning at 2x, hertic and painfully long wait, but it works with me.

also maybe don't run any other programs like music and stuff while burning, just in case

Try MagicISO, using magiciso built-in iso burner to burn iso to CD.
