WinMugen Major Problem!

Hello, I need help on converting chars. I tried that Dos2Win program, but it never works. Something tells me I don't know how to use it, even though I followed the tourorial exactly. All it's telling me is to

 

1. Place the tool in the charaters file

2. Use it

3. Your done!

 

Please HELP!

did you download this mugen? http://unofficial-winmugen.jpn.org/ it works for me, and I can use any character doesnt matter what version.
