Nationalism could also be the reason but I think it's more to do with the games. I was surprised that it did worse than the original XBOX in first week sales. They want fighters (DOA4 is pretty much the only seller right now) and RPGs. Looking at the past Japanese XBOX sales, most of them aren't too hot for console FPSes either.
