Putting the website before the content is like putting the paper before the words (and/or pictures) in a book. That said, I'd suggest you start with a personal site. Write reviews or talk about titles or aspects of games that interest you. I know people complain about personal sites, but it's really the only reasonable way to get a site started without a lot of content. Eventually you'll hit on a topic or something that you have fun with, then you can re-center the site around that and give it more focus. And another thing, don't try to compete directly with the Big Guys like IGN, Gamespot, and the Planet Network. Game demos seem like a nice thing for a gaming site to have, but people can already get them from any of a number of sites that have huge, expensive, relatively quick, searchable file databases and paid employees to babysit them.
