Character Requests (Wind and Yueng Soi Leng)

Hello everyone! I've been searching for two characters for a very very long time and have been utterly unable to find either. The first is called Wind (I've also heard her called Goeniko), she is the female version of Goenitz from KOF. I'm not sure who made it because I've yet to see the character even referenced on any site. You can see her in two videos that I've found on youtube.com.

You can see her at the 1:19 mark (she's in the blue outfit). She does her super at the 2:35 mark.

You can see her doing a super at the 3:30 mark.

 

The second character I'm looking for is Yueng Soi Leng by Yousuke-Kouki.

 

You can see her in the first video at the 2:23 mark and in the second video at the 4:21 mark.
