why do so many games still come in that format? its been years since people traded DC games through newsgroups, hasn't it?

Because believe it or not, newsgroups are still widely used. Split archives are also used on IRC.

And huge downloads have a habit of breaking. It's easier to reload a small part than to have to get the whole thing again.
