where can i get plugin that enable cel-shaded in psx emu

They're not really plugins at all. They're GLSL Shader programs to be used with Pete's OpenGL2 plugin. Plus, they're not really cel-shaded, but try to imitate it (sometimes poorly, so you are not going to get a "true" cel-shaded look).
