i download them but dont know how to install them and set them up. Readme didnt help.

You could download the latest devkitPro installer (1.3.5) it includes the latest libs.

afaik the latest devkitpro installer doesn't include the latest version, though it will sometime in the near future.

It has v0.3a lib instead of v0.3b My bad.
