Sounds funny to me, you'll have 300x the amount of black people being fined than anyone else though. Kind of a waste of tax-payers dollars to be debating something like this. Why not ban all these stupid scientific studies into "What happens when you put a light bulb in a monkey's ass?", "What happens when you feed a racoon alka-selzter?" etc etc stupid useless studies getting tax-payer funding? These are world-wide money wasters, not just in the US.
