You'll need a Gameboy emulator for Gameboy Advance, get one from here.

I'm not sure if any of them support Gameboy Color at the moment however.

 

As for getting the roms on, the emulators should come with instructions on how to use them.

I don't own a GBA so I can't help you any more than I have.

 

The GBA doesn't play GB/GBC games straight off a flash card, the only other way to play them is with retail carts and a GB Bridge adapter for your GBA.

The best bet is Goomba which currently runs most GB mono games at a high speed. It's written by Flubba (same guy who did PocketNES and PCEAdvance) and he said he would be working on GBC support fairly soon.
