converting vba save to no$gba saves?

I was wondering if it is possible to convert a vba save to a no$gba save, because I am having problems saving on the vba and thought that this would be easier if possible

You really should stick with VBA-M and not look at No$Gba for your GBA needs. DS emulation is a different matter, though.

 

To answer your actual questions, proper in-game saves can be freely transferred between different emulators provided that the initial save file creation worked perfectly. Save states can't be transferred between emulators for fairly obvious reasons, and no converters exist.
