MESS, MESSUI and MAMEUI 0.242 are released.

The new ti99-peb-tipi device wouldn't compile (fallout from reversion 2 months ago), so it's been left out.

Last month's reversion was unreverted and fixed thanks to Mamesick.

For MESSUI and MAMEUI 0.243:

The January revert has now been unreverted, all those files are back to what they are in mame. The tipi device is now included.

In the "SW Files" tab, there's new icons and a few were replaced.

So, things are back to what they should be.
