Click on Save filter to save the filter file.
Restart HBMAME.
Filter file is not added to the Folder List.

Yes, you're right. It seems to be ignoring everything in the Folders folder.

I'll try to find out what's going on.

After some testing it seems to happen if you just specify folders as "folders". Try changing it to have the full path instead - it worked for me.
