It's Hokutomaru from Garou: Mark of the Wolves, without a doubt.

KOF and SS are both in diffrent times.

 

KOF is now around 2000 now I think. SS takes place between 1740 and 1845 I think(check the faq @ gamefaqs.com).

 

Sweet, it seems SNKplaymore just wants to please the fans by adding Andy as a secret character...New costume and intro with Hokutomaru looks leet.

Chizaru is a boss ......idk about Andy though, could be fake or maybe just maybe he's a secret character, but it kinda looks as fake as those fake pics that ppl were showing of Eiji on kof99

Hokutomaru from Garou is the one who is ill. Andy's disappearance is supposed to be because he's taking care of the little ninja kid.
