Rpg Game Creator Question

I cannot draw but I would like to design a 2d game like shinobi 80's or double dragon 80's. I have tried using chara tileset creator but the character size is to small is there a way to change the size of the character and also i would like to animate charaters. what tool creator should I use or am I using the right tool and is there a site for people with no art talent whatsoever to pay talented people for game design. thxn+vance

Go old school. Open em up in paint, bump up the zoom, and edit. It's what I do when ever I made my sprite edits a while back when I used to run a comic.
